Building Capacity. Strengthening Networks. Advancing Prevention.
// About Strategies TA
Partnering for Prevention Across California
Strategies TA provides technical assistance, strategic planning, facilitation, and network development to strengthen family- and child-serving systems across California. Funded by the California Office of Child Abuse Prevention (OCAP), we support counties, Child Abuse Prevention Councils (CAPCs), Family Resource Centers (FRCs), tribal programs, and community-based organizations in preventing child abuse and neglect before systems of intervention are needed.
Our work is grounded in equity, collaboration, and community voice. We help coalitions and agencies build the capacity to lead meaningful, community-driven change that centers the well-being of families and children. From local partnerships to statewide initiatives, we help advance prevention strategies that are rooted in connection, inclusion, and shared accountability.
Whether we’re guiding the implementation of the Family First Prevention Services Act (FFPSA) or supporting the shift from Mandated Reporting to Community Supporting (MRCS), we act as thought partners, facilitators, and bridge-builders. We exist to help leaders and communities work together toward family-centered, community-led approaches to well-being.

// Our Core Values
What Guides Our Work
Accountability
We help partners define and measure tangible outcomes—like reductions in child maltreatment—and foster a culture of continuous learning.
Equity
We commit to naming and addressing the systemic inequities that impact families and communities, both in the systems we support and within our own organization.
Collaboration
We believe lasting change happens through collective effort, and we help build the infrastructure to support it—locally and statewide.
Community Voice
We prioritize the leadership of those most impacted by child welfare systems, centering lived experience in prevention strategies and decision-making.
Strengths-Based
We focus on what’s working—amplifying the assets of families, communities, and prevention networks.
// Our Evolution
Evolving to Meet California’s Prevention Needs
For over two decades, Strategies TA has grown alongside California’s prevention movement. What began as a resource center model has developed into a statewide initiative that offers customized technical assistance, learning communities, and movement-building opportunities to public and nonprofit partners throughout the state.
The History & Evolution of Strategies TA
Strategies was first funded by the California Office of Child Abuse Prevention (OCAP) in 1990 to strengthen the family support field through statewide training, coaching, and technical assistance for professionals and organizations. In 2010, Strategies and OCAP expanded this work by facilitating conversations and delivering trainings across California to promote the Strengthening Families framework and the Five Protective Factors. This momentum led to the launch of Strategies 2.0 in 2016, with a focus on technical assistance, support for county efforts, and the development of regional learning communities aimed at building resilience in children, families, and communities. In 2020, OCAP funded Strategies TA, the current iteration of the initiative, which provides customized technical assistance to support counties in developing and implementing comprehensive, evidence-based child abuse prevention plans.
